etesia pro 46 phtb rear right wheel locking ?

Hi all,

My Etesia pro 46 phtb is giving me trouble - the right rear wheel will not turn independently of the left rear when drive is not engaged.
This makes it hard to turn right going forwards and left going backwards , anyone got any ideas??
