Why use hardcore etc under concrete?

This probably seems a daft question and I'm sure there's a very logical reason I haven't twigged!!I've always understood that when laying a concrete base, path etc, you need to put down a few inches of MOT/ hardcore and then this has to be compacted down. Instead of putting say 4" of "hardcore" down with all the hassle of compacting it etc, why not just make the concrete 4" thicker?....... surely thats got to be stronger with no risk of it compacting down further. Perhaps it purely a cost factor, hardcore being cheaper than concrete?

    Scalpings cost pennies compared to concrete, it is also more environmentally friendly as a lot of energy goes into cement production.
