When constructing Composite Decking what base is best?

I am helping  someone to lay a new decking  but am having trouble considering the best structure to base it upon.

It currently sits on  timber supports that have been set into qwhat appears to be a crude mud/ sub base mix. Is it better to build up a concrete base and then fit joists before the decking, or can I redo the  timber support frame to fasten the joists?

It is a hollow composite decking.
