I think you have to charge your customers to take the waste away legally as they have a responsibility, as do you, to dispose of it correctly. It is a big headache to dispose of garden waste and I think you got to bite the bullet and factor that in your pricing. I am lucky that I can leave the waste I generate in my customers' gardens on their bonfire site or compost bays. Best thing to do is to ask another Gardener you see working in Exeter to find out where he goes. Maybe try and encourage your customers to have a Compost bin or put the waste in their wheely bin (though strictly trade waste cannot go in there)?
