I don't see a problem here.
I reckon the council would view your father as an individual and only be concerned if his volume of waste exceeded the norm. If I were you I'd go on trading as normal and use the tip when you need to.
There's no problem as long as you stay within the law. I take garden waste from my own garden in my sign written garden services van to the tip as I have no other means to dispose of it. I have a permit for the van which gets checked every time I go. I think as long as you are not clearly taking the p*** they realise that tradesmen need to transport domestic waste. There will be no link made between your Dad's vehicle and your business address.
I would also add that if you are doing garden clearances you would be much better off registering as an upper tier waste carrier. It's only £150 odd for three years and it covers you for transporting all types of waste, not just green - with garden clearances there will always be odd bits of timber, old bricks and the like that you will need to take. Upper tier covers all of it.
