Using a few relevant search terms, you should find some very useful previous examples / comments.
We make ours in house with 20mm box section steel welded to make a frame with 18mm ply for the shelves. We use tek screws to secure the shelves to the frame and also to the inside of the van. It takes around 2 man days to make but they are rockl solid and it keeps our tools secure when driving. Withy the tools being on shelves it also means we can fill the vans with waste but still access everything we need.
