I used to do a lot of fencing and coated the bottom 700mm of the posts in bitumen, worked a treat to stop rotting
Maybe use reclaimed creosoted oak sleepers.

There's a post sleeve system that you might like to look at http://www.postsaver.co.uk/ - it heat shrinks onto the post so makes a good seal, and it just protects the area where rot generally sets in. Unlike a 'boot' it won't collect moisture at the base. And no, I'm not on commission ;o)
