There's a tool for the job and it seems that your mower isnt suited to the terrain and long grass you want to use it on. Any 'modifications' will invalidate insurance and God forbid, should a third party be injured directly by using or from flying debris, you will be personally liable.

I wonder, is there a fitting missing from the front wheel hight adjuster, or does it just need adjusting? Mower deck are normally level.
On some mowers, the front section you mention is more "cosmetic" and there's a curved section behind it where the blade goes round in............. if thats the case, you can certainly alter it with no problems.... otherwise leave alone as you'll get grass etc going out the front! A 40cm mower sounds like a light domestic one that you're try to do to much with.
