It will not bond to the liner, it will stay put but if they are going to be walked on there is a chance they will move, you could try some of the fix all type sealants.
We install many of these. The best method is to laminate the entire pond with in-situ fibreglass over the concrete base and block supports. The beauty of fibreglass is there are no joints or folds and is a perfect seal. Not to mention bringing pipes and cables through the base rather than tucking under the coping.
Make sure the gel coat doesn't cover the entire top of the blocks you want to bed on to and then lay the stepping stones on a mortar bed with SBR additive.
