I am not sure the London market will ever be saturated as its so large. If your looking to start small then why not try advertising on gum tree as its a fairly cheap way to advertise. As long as you do a good job and are reliable you should be able to pick up word of mouth reccomendations to increase your customer base. Parking isnt an issue although it will cost you money but its something you will need to work into your pricing structure. Could also be worth contacting hard landscape companies to ask if they can put any maintenance work your way as lots of hard landscaping companies dont offer maintenance. Take the plunge and go for it
