A dry mix will not work. It will look ok for short while and then when it subsides, it will be you he comes after...

Just seen the other replies after submitting my last reply, I would agree with Gary and Graeme.
Tell your customer to get a professional hard-landscaper to quote for the work and explain how they are going to undertake the job and the reasoning for their methods. As Graeme suggested, try finding a local LJ'r with the requisite skills and negotiate a finder's fee.
