Have a search on google for hydro seeding, you should find info on companies and on application methods.
Have you thought about other methods such as pinning turf to the bank?

Of course I can't tell where the bank is situated or who will be able to view it. I would still be tempted to go for a wild flower meadow mix 20% flora and 80% grass specific seed mixutre.
If going for just grass you would want a fast germination species for rapid establishment and low maintenance, Whilst good old meadow grass fits the bill I wouldn't suggest introducing this "weed". Therefore consider using a perennial ryegrass or if you can wait a week longer for the seeds to germinate how about sheeps fescue - this particular species is very low demanding for nutrients and soil conditions and great low maintanence it can also be quite visually attractive when left uncut. With idea weather conditions it should germinate within 2 weeks.
Of course you still have the issue of how to apply the grass seed on the bank!
