Do a test area on scrap timber to check integrity, get customers approval or disapproval on result making clear if approved that it's at their risk. Personally we won't use water based , doesn't last and fades quickly and does little to protect timber from degradation.
If its been frozen in a shed over the 3 years it could be damaged..... for the sake of the cost I would advise the client to replace it if that is at all likley
I would ask the manufacturer of the paint - simples!
