Perhaps you could have a word with your local college or even local garden centres and do something in collaberation with them?
I would start by seeing what else is available in your area and how well attended they are. Is there an opportunity in the market? If you really think there is then send off for course info from as many places as possible and see what you can copy from that and what they charge. Once you have built a course plan you can begin to publicise it and see if you get any take-up. If you do, and only when you do, should you then start to think about the other elements you list about insurance etc
