Not ideal but I just push my hands round the base of the hedge so that I can feel where the stems are coming from.......then just give them a good pull and the ivy will pull out from the hedge down to ground level..... use the same system for brambles, eldefberry. I guess you could then put some Garlon onto the cut stems if you can get to them but that often isn't practical. . Ivy isn't that fast growing so this usually keeps things looking fine for a few years.
