Proffesional dog walkers are charging customers to walk dogs on public owned land, A while ago, fitness instructors were 'tageted' for the same reason, for running 'boot camps' in public parks.
Presumably any dog mess that is produced whilst the dogs are under the care of professionals is actually trade waste and technically it should not be disposed of in the bins provided by council s in parks.
There is a park across the back of my home that has a couple of football pitches, the park is free to use for a kick about, but use of the pitches is charged for.
