Planting in RPA

We have recently been asked to create a planting scheme for a contractor who is seeking planning permission for a new development. 

The site has 3 trees which are TPO and consequently they all have large RPAs. 

The RPAs fall into some of the areas where planting is required, so I was wondering where we stand with regards to this. My understanding is that we are able to plant within the areas, as long as it is under the supervision of the arborist and that no mechanical tools are used?

Raised beds are another option we are considering presenting, however the space would work better without.

If anyone has any knowledge on this area, it would be really helpful.

    That would be my understanding as well. A site we did a few years ago had those areas excluded by site fencing until the developer decamped. It was only bulbs going in afterwards so minimal disturbance. <br />

    I think really they are required to stop heavy mechanical plant tracking over the RPAs or lorries reversing into them.

    I've always found the local TO's happy to advise if any concerns remain. You can then also make it official to log his advice/directions which will go on file
