As a starter, all low growing, evergreen, maintenance free and colourful year round.
I will throw in for good measure, Lavandula ang. Munstead, a proper dwarf lavender, or Lavandula Devon Compact if you want something more fancy. Although lavanders do need a bit of work on them from time to time.
Depends on your budget although I'd think about dwarf azalea's/rhodies - if you can get away with them in your soil, eunonymus fort - emerald gaeity (ground cover & e/green), hemerocallis, I'd also put in some allium bulbs if you can get away with them just for a spot of summer colour, hydrangea (would mean pruning once a yr) and possibly viburnum davidii or winter flowering vib or small hebes.
A few different colours, textures and different intrest at different times of the year throught berrys etc.
