Planning permission for renewed paved area

Hi all,

 

We're quoting on a garden scheme next to a public building. Part of it involves replacing a 20m x 10 paved and tarmaced area (currently used for picnic-style seating) with new paving. We're adding a small area (2m2 approx) from an adjacent lawn, but other than that it's replacing one type of hard standing for another. Please see the attached PDF for a rough sketch.


As this is 90% replacing an existing hard standing, do you think this needs planning permission due to SUDS/drainage issues?

    Dunno about the public building bit but any replacement of driveways is covered by the legislation:

     

    "All paving and surfacing, whether it's new work, replacement, or extension, is subject to the new legislation, so even if you're only replacing your existing flags with a bit of block paving, the work will have to be installed in accordance with the new regulations."
