Something I've found that has worked really well for me is to phone up big "office" based businesses such as Standard Life, Scottish Widows etc and ask to place an ad on their internal intranet. You'll probably have to offer some sort of discount, but it has brought me a load of business.
I've also fallen into the trap of concentrating on any work I've had and putting any marketing ideas on hold - not a great long-term solution though it becomes increasingly hard to balance time.
That was 4-5 weeks ago.
I would think that the sun is shining a bit more people will suddenly there garden needing sorting out.
Check all your local area websites mine is free to advertise in the business directory and you can write little articles linking your business if you want.
I want to improve my articles before I do that!
The annoying thing is that I get the same ones that rang up this time last year !!!!

Chill out. Building a business is an acumulative affair and as Rob has already said, it takes a year or two for the ball to really start rolling. As long as you are doing the right things with your marketing and using your time sensibly it will start to fall into place. My mentor once told me that it takes 5 years to really get a business into serious profit and my experience talking to many business owners (and with our own business) over the years has borne this out.
On marketing - while you have the time try to think outside the box a bit. We find that a multi-pronged approach is required - website, garden designers, flyers, print ads, local press releases, garden talks, etc etc. Take every opportunity to tell people about your business and you'll be amazed at the places work can appear from.
The one thing that all successful businesses have in common is persistance. They NEVER give up!

Keep on with the marketing and if you get work coming in, work even harder on your marketing, it is when you are too busy, that work is easiest to find, then you can select what it is you really want to do.
