We have one of these outside our front window ,before we moved in the builders cut it down but it came back , previous owners planted it 46 years ago .
It appeared to die one winter and the root turned to mush which I dug out and I put down a quality membrane then blue slate .
British gas had to pull all this up a year later to replace the old gas pipes , they filled it back in and my wife decided she preferred flowers to slate so we did not replace the membrane .
Once planted up the palm tree re surfaced and now it's up to the bedroom window but we like it .
I feel certain if we had replaced the membrane it would have stopped the tree from re growing as there was no sign of anything under the membrane until the area was exposed to light .
Root in your picture looks like it's in a contained space which could be covered if no other method is available .
One thing I would add is once the roots start to rot they can smell like a rotting corpse.

Its a coryline australis, looks a bit tricky to dig out with the shed / narrow gap . Will SBK not see it off ?

I've tried using Timbrel as a stump treatment with some success. Applying it neat doesn't work as well though, dilution rates are on the label, unfortunately I can't remember what they are though!
I drill holes put in (dare I say it) concentrate round up or sbk with a pipet. Sometimes needs a second dose.
Not much help to you,sorry, but I just thought I'd add I can't abide these things! The amount of scratches and punctures I've had from them is unreal, not to mention the fear of having an eyeball pricked. I live for the day a customer requests me to cut them down!
Looks more like a Yucca (Spanish Dagger) than a palm tree. If so, then the trunk should have been very easy to saw through and the leaf tips would take your eye out, hence the name.
I only mention this as solutions/root systems are very different between palm trees, it could well be a cordyline tho.
I don't have solutions other than weedkiller and/or hard graft tho - yucca will grow from bits you leave in, even cut off bits!
