Go on the Environmental Agency website and register as a lower tier waste carrier - the licence is free. You should dispose at an authorised receiver and you pay for the disposal costs which are dependent on the provider. My 8 x 5 cage trailer full is always under the min charge which is £30.00.
You should factor your waste, carriage and fuel costs into your price. Hope this gives you the basics.
A lot of council tips won't take commercial waste unfortunately so you'll have to clarify with them to find out if they do. Otherwise, if you can take it in the back of a car, they won't ask any questions! My local council tip does take commercial green waste...... you go on a weighbridge and a 7x5 trailer full of heavily compacted waste is about £20........... they don't request any licence.

My site was targetted by the EA. They are the largest composting site in Europe, and take all the household food and garden waste for Harrow and Hillingdon councils.
The EA sat outside, and clocked every number plate. If the site couldn't show a license number for each vehicle over the weighbridge they would be fined, so they simply turned people away.

You need to register with the environment agency if you ever carry waste. Without doing so, you are working illegally.
You only need the free option if you deal in ordinary garden waste, so no dirty waste like fencing, bricks etc.
When you fill out the form, you need to tick the "agricultural wate only" box, or something like that. You're saying you are applying for the permit that's for green waste only, but it's not worded brilliantly.
You can then use that license as a selling point, and include waste charges to your clients. I include the licence number on my web page, and in my terms and conditions. It makes the point that I work legally, and you have to pay me to work legally.
I'm not sure that's what you're asking, though? You can't take trade waste to a local tip for free, of course. My local authority allow you to apply for a permit to take a van load of non-trade waste, but this couldn't be abused more than once or twice before they clocked me!
You can't take trade waste to a tip for free unless you have a tame farmer who'll allow you to tip illegally on his land. You may have to travel to find an economical site to use: I have a 20 mile journey each way, and allow two hours for the round trip, but the charge is £24 inc. VAT for up to 500 KG. That's a full van and trailer in most cases, and is passed on in my charges.

It easy now to apply - all being done via the .gov.uk website. You are guided (quizzed) on your needs and it derives the correct type of waste license for you.
We've recently renewed/paid online and you get access to your Certficate and can also apply for a 'Copy Card' (driving license style card) for an addtional £5.
Fully agree with Paul & Harry's comments re: (il)legitimacy of disposing into a Civil Tip and/or using Client bins. If you're paid to create the waste, you're commercial, thus it classed as trade waste. Any other solution is simply circumnavigating the law.
Please be aware of the need for a waste carriers permit., as already discussed, as I had problems!
A couple of years ago we got pulled by VOSA etc and having had vehicle checked, tank dipped and load inspected we were asked for a waste carriers licence. I was carrying fresh woodchip from a job, back to the yard, and I explained it wasnt a waste product but was a byproduct that was to be used. They wouldnt have this. I then showed them my lower tier licence for green waste and they pointed out it said 'agricultural' waste and said i wasnt covered!!
The guy got on the phone and after some time told me to 'go away and in future get the correct paperwork'. He pointed out that my truck would be siezed and crushed if we were found to be carrying illegally.
I rang environment agency and they said agricultural waste was the only catagory i fell into. As a result I registered for a licence and paid the fee, saves future problems.
old post, but I've been trying to find info of registering for garden waste licence, all I can find is on the government website and its £140/year
Has it really gone from free to £140 in less than two years?
