License to take garden waste to local tip.

I realise this has probably been asked before, but as the year has gone on and not all our customers have green council bins, we are having to remove the waste and bring it home and put it in our own bin ( and the neighbours !! ). We were told by someone that if we got a license we would be able to take the waste to our local tip.I rang our local council and was informed ...  " I'm not sure but I'll get someone to ring you back". And that was as far as it got !! 

So does anyone have any idea who we have to get in touch with and roughly how much it will cost ? We will only be taking green waste ( hedge trimmings, etc. ) How often are we able to use the license and what actually is it ? A paper to produce every time we go ? Sorry for all the questions , but I have faith in you being able to help ....

  • Go on the Environmental Agency website and register as a lower tier waste carrier - the licence is free. You should dispose at an authorised receiver and you pay for the disposal costs which are dependent on the provider. My 8 x 5 cage trailer full is always under the min charge which is £30.00. 

    You should factor your waste, carriage and fuel costs into your price. Hope this gives you the basics.

  • A lot of council tips won't take commercial waste unfortunately so you'll have to clarify with them to find out if they do. Otherwise, if you can take it in the back of a car, they won't ask any questions!  My local council tip does take commercial green waste...... you go on a weighbridge and a 7x5 trailer full of heavily compacted waste is about £20........... they don't request any licence. 

    • Geoff, as the license is free it's not worth avoiding registering!

      My site was targetted by the EA. They are the largest composting site in Europe, and take all the household food and garden waste for Harrow and Hillingdon councils.

      The EA sat outside, and clocked every number plate. If the site couldn't show a license number for each vehicle over the weighbridge they would be fined, so they simply turned people away.

    You need to register with the environment agency if you ever carry waste. Without doing so, you are working illegally.

    You only need the free option if you deal in ordinary garden waste, so no dirty waste like fencing, bricks etc.

    When you fill out the form, you need to tick the "agricultural wate only" box, or something like that. You're saying you are applying for the permit that's for green waste only, but it's not worded brilliantly.

    You can then use that license as a selling point, and include waste charges to your clients. I include the licence number on my web page, and in my terms and conditions. It makes the point that I work legally, and you have to pay me to work legally.

    I'm not sure that's what you're asking, though? You can't take trade waste to a local tip for free, of course. My local authority allow you to apply for a permit to take a van load of non-trade waste, but this couldn't be abused more than once or twice before they clocked me!

    You can't take trade waste to a tip for free unless you have a tame farmer who'll allow you to tip illegally on his land. You may have to travel to find an economical site to use: I have a 20 mile journey each way, and allow two hours for the round trip, but the charge is £24 inc. VAT for up to 500 KG. That's a full van and trailer in most cases, and is passed on in my charges.

  • I also believe that if the Police pull you over and ask to 'see' your Waste Licence and you fail to provide them with the info (your company name and address will bring up your licence from the EA) you could be reported to the EA and incur a fine. As others have said it's free so it's a no brainier to register especially with the increase in fly tipping.

    Hello there, yes environment agency is the place to go, it's nice and easy to register, and like everyone has said as long as it's just green waste you are carrying it's free and a lower tier will be what you need, you have to look at the licence as though it is not just about the dumping of the rubbish and that it's more about the actual carrying of the rubbish and the dealing of the rubbish once you have produced it that you are making legal for yourself, I actually rang the council offices a little while ago and with regards to their green waste bins they provide to residential houses and They said that you are not allowed to put any trade garden waste in these bins, the only rubbish "legally" that can be placed in these bins is by the resident themselves and only from their property, i was told by the council this document is on their website, I will try to find and post it up. The good thing here is you are trying to move in the right direction, which personally I think is great, good luck...:-)

    It easy now to apply - all being done via the .gov.uk website. You are guided (quizzed) on your needs and it derives the correct type of waste license for you.

    We've recently renewed/paid online and you get access to your Certficate and can also apply for a 'Copy Card' (driving license style card) for an addtional £5.

    Fully agree with Paul & Harry's comments re: (il)legitimacy of disposing into a Civil Tip and/or using Client bins. If you're paid to create the waste, you're commercial, thus it classed as trade waste. Any other solution is simply circumnavigating the law.

  • I have a waste carriers license which allows you to carry waste from a job, you then need to pay a waste contractor to dispose of it for you I.e biffa... Or some dumps have scales you drive on I know my local dump has a separate part for buisness waste and its £100 a tonne. Your not allowed to put it in the house hold waste area or in a brown bin at home if it is buisness waste, you can obviously put it in the customers bin which is what I suggest people to get brown bins. I charge £3 per bag of grass, £15 per jumbo sack, £37.50 half van, £68 full van and I have a transit t260 swb but I have a farmer that allows me to tip for a couple hours labour sometimes if I'm working near the city I have to use the tip and pay that's why I charge that no matter what.
    • Please be aware of the need for a waste carriers permit., as already discussed, as I had problems!

      A couple of years ago we got pulled by VOSA etc and having had vehicle checked, tank dipped and load inspected we were asked for a waste carriers licence. I was carrying fresh woodchip from a job, back to the yard, and I explained it wasnt a waste product but was a byproduct that was to be used. They wouldnt have this. I then showed them my lower tier licence for green waste and they pointed out it said 'agricultural' waste and said i wasnt covered!!

      The guy got on the phone and after some time told me to 'go away and in future get the correct paperwork'. He pointed out that my truck would be siezed and crushed if we were found to be carrying illegally.

      I rang environment agency and they said agricultural waste was the only catagory i fell into. As a result I registered for a licence and paid the fee, saves future problems.

  • old post, but I've been trying to find info of registering for garden waste licence, all I can find is on the government website and its £140/year

    Has it really gone from free to £140 in less than two years?
