Letters of intent and help from the government

What a mess we are in. My business seems to roll from one thing to another the last months. First Brexit, then the election and now coronavirus.

I've verbally agreed a couple of contracts but nothing signed and no deposits as yet. Now due to the current situation these clients are understandably requesting  postponement of the projects. They are clear they will come back but by then it may already be to late.

I've discussed a non-binding letter of intent to proceed in principle with them as i am trying to pre-empt what criteria the government may request to prop up business that will require help.

Does this seem like a sensible idea and will it be useful.

Any ideas on what to include and how to phrse it.
