Lawns recovering from the "drought"

Despite the rain we've had over the last few weeks, I've a couple of lawns that still have very large brown areas in and showing no signs of recovery...... unfortunately, I get the blame as you do!! ("shouldn't have cut it so short" which unfortunately, could well be a valid comment!)....... I do point out that we had the driest May/June for 80 odd years (or something like that!) and that it would have helped if they'd put a sprinkler on occassionally.I'm in 2 minds whether to run the scarifier over these areas and overseed or leave it and see what happens.......... in my experience, the grass does usually come back. Any opinions?
