Hi Gary, is this for people using for domestic purposes? Or Commercial? Or both?
It's not clear as yet how this could or would be implemented, but it has been carried as news/fact by mutliple sources.
On private property, I would have expected the Homeowner's liability insuance to cover it, but what if no insurance held (...as it's not a legal requirement..)?
On commercial property or public areas is where I see it hitting....
Needs the Civil Service to digest and recommend required changes in law if this does in fact go forward.
Also worth noting, I suspect, that we will see a frenzy of anti-EU issues raised as the general election nears...

"Elderly wheelchair users, gardeners with ride-on lawnmowers and golfers driving motorised caddies may now need to take out car insurance as a 43-year-old European directive has resurfaced.
The obscure rule has been in place for decades but was interpreted to cover all motorised vehicles in a recent court case. Details are still emerging as to how British insurers will adapt.
The Department for Transport is discussing with industry body, the Association of British Insurers, to clarify which types of vehicles will need to be insured and at what level.
Under UK law, "niche" motorised vehicles such as mobility scooters and sit-on lawnmowers do not require the same level of insurance as a car or motorbike.
Lawnmowers, for example, only need cover if they are driven in public places and mobility scooters can drive on roads without insurance."
