Really for rough cutting you want a flail but the costs are rather high. Perhaps a wheeled strimmer would be another option.
for something that will deal with that easily you will want some thing hydraulic ideally. I have tried with a rough cut mower and gave up. Would take an older scag or ferris for that anyday!
