Is it necessary to 'over winter' fountains in the South of England?

Hello,

I am designing/sourcing a water feature for a client. All the features I have researched say the fountain must be emptied and covered over winter. Is that necessary in the South of England (Bisham, Berks) or are they just 'covering' themselves?  I have lived abroad for many years and this will be the first water feature with a pump I have done in the UK.
