it wants some hard core underneath to assist with drainage to start and then use propper hoggin rather inch to dust hardcore that some builders merchants sell as hoggin

It should be laid with a camber, the same as a tarmac road. If it's laid dead-flat then you may experience puddling. Proper hoggin shouldn't go muddy when wet.
