Seems like the seal may have come apart. You need to basically get the carb off and have a look around something hopefully has just come loose rather than a failure of some sort.

Check the fuel filter in the tank is not blocked or tangled up . And also check the fuel and breather lines from the tank to the carb.
It could well be that the breather is blocked or air locked not allowing excess fuel back to tank.
it could be dirt has got into the needle jet in the carb to clear it you have to strip the carb
