What is the gravel layed on now? Soil or hardcore?
If the pudeles are large maybe add some landdrainage under the drive to a soak away in a lawn.
Hope I haven't misunderstood the problem - bit diff to diagnose without seeing it. If water is a problem you'll need the drainage but you should be able to tell once you see underneath the gravel.
A possible solution to your clients problems, reasonably priced, quick to install, excellent turn round, durable, SUDS law is adhered to, fill with, gravel or 30% loam and 70% sharp sand and seed.

By the way, as you know Graeme, I used to use Jewsons, great service, prompt, no bullshit about " the lorries just getting loaded", when the driver and lorry are parked up 3miles away in a lay by having an afternoons kip, no complaints at all, just SO out of the current pricing wars,
