Yes and was popular a few years ago from a couple of major turf suppliers.
I believe it was done to keep the turf together when they cut it thinner to save costs.The sell was it - it was easier to handle and lay.
It's an absolute nightmare and will cause problems - it gets wrapped around mowver blades/scarifiers etc and can 'pull' the surface up.
Know of no way to easily remove it :(
Many turf suppliers grew their turf through fine plastic mesh to reinforce it. It could give them 3 'crops' in 2 years rather than 2 in 3 or 4. Hollow tining shouldn't make a difference, but it may tangle when scarified. We had to rotavate one once at it was a nightmare.

Exactly what I thought until I started inspecting the edges of the lawn.
Re scarifying, I'm wondering if where the grass is healthy and therefore holding the mesh in place, if the scarifier will simply (hopefully) cut the mesh opposed to ripping it (and the lawn) up???
Would it be advisable to not use the scarifier and use a spring tine rake instead?
I've git a mountfield one I bought years ago.
It's actually not bad at all and the tunes don't go that deep yet it does a surprisingly good job.
It's not that big though so would take a long time on 500m but it only cost me £40 and if I'm homes I only use it at home now as I get local lawn care guys on board for grass treatments as they can do a better job for less money than I can!!
