If its not from the customers garden
For example they have blown in from the trees in a neighbouring property or from trees on th roadside I say its OK to blow them into the road
If its the customers waste it must be disposed of appropriately.
In my view, blowing a mass of leaves onto the highway and PFP is unacceptable and unprofessional, no matter where they originate.
100% agree. We train our staff to blow from outside a property boundary to inside with a view to gathering them up.

I thought this practice was illegal which could be followed by a £60 fine but I will say I'm not 100% sure on that
I see maintenance crews, less so gardeners, doing that all the time, Im sure it is actually illegal, but no one including the council seem to care it goes on.
At least some of them pile it up nicely outside the property for the council to collect!!
At this time of year it wouldnt take much for someone from the council to drive round issueing fines, but then there would probably be cries of nanny state going over the top!
I dont believe it is illegal but I suppose it depends on how much you are blowing on the road, say a motorbike / other had a accident cause of the leaves you'll probably be in hot water then . Leaves are under a natural occurrence law from last time I try to find anything on it , It doesn't matter who's tree they have come from are where they have fallen they dont particular belong to anyone.
sometimes I blow a few excess leaves onto a grassed verge area outside a property where they are more likely to "stick". If any passers by look offended I just tell them firmly "They're not OUR leaves" and point at the offending tree on the other side of the road. Let's face it, we British people love to have minor things to moan about, it keeps us going somehow
I can agree with that, no one should be blowing leaves generated on their own property on to the street.
That said, when most if not all the leaves are from street trees, i can see why some contractors blow them back!
Down my road, we have very large conker trees, one of which is right outside, some of the branches now overhang the drive by several meters. I have complained to the council, but they wont do anything unless the tree is damaged or diseased in some way. They offered to let me pay to have it done, using their approved contractors, which i declined, as a result once or twice a week during the autumn, i blow every single leaf and conker back on to the street. We do have a grass strip between the pavement and the road though and i pile it there.
