Have you looked about on the local hort and ag colleges websites? or looked for a lantra or NPTC training centre local to you? There is a NPTC fencing course, but the only info I found was on a list of ag related courses so I guess its mainly stock fencing etc.
Have you thought of getting a local fencing contractor in to do a few jobs for you and to shadow them as there working, maybe labour for them.
Is this for you or staff ?
Both Sparsholt and Merrist Wood run short courses (often 1 day) during 'college holidays' covering a multitude of gardening/landscaping topics. I will check as I know the Instructors who will most likely run it.
Otherwise, I can check alternative sources through the landscape training group committee I sit on.
Gary, I thought I just read that you passed away yesterday?
Thanks for that Gary.
I did contact Sparsholt a few weeks ago and they said they had no courses, but I would appreciate it if you could ask your contact.
I need to send our staff on a few short courses to keep them updated and increase their skills.

Sparsholt, as you say, has nothing on yet either, but that may change,
Our training group does not have anything on the calendar yet, but is driven by demand, thus creating a 'wait list' may enable a course to b scheduled.
Other option suggested, was to 'buy' the time from an experienced fencing contractor for a job and work alongside them. Can work out well.
