if its a dealer that is selling it it will have been cleaned up to look nearly new but it will have been serviced as and when, you should get 3 months warinty if they will not give any look elsewhere
Ive had plenty of good ex council machines, they usually have been well serviced during there life and probably havent worked that hard!, the Viking Mulching mower is a brilliant machine, particuarly the professional version as it has a more powerful engine and much better hand grips. The only real wear issue is the drive to the front wheels.
Having worked for the council for 27 years and knowing the abuse their poor machines suffered there, I certainly wouldn't touch one of them. A couple of years use with the council and I'd reckon it equivalent to 10+ years of use, you and me would give it. You might be lucky and find the odd exception but I certainly wouldn't risk it.
