They sound like a right pain......... I'd ditch them, they're going to be nothing but trouble!!!
I assume this for a commercial client?
Then it is not unusual and will be part of their tender response 'tick list'.
Once 'available' it then becomes a standard part of your 'quoting' package to help you gain profitable work. Nearly all LA and Housing Associations require it along with with your H&S policy and often a Green/Eco policy etc
It's no big deal unless you don't want the work. However, it would be unusual for a domestic client to ask for such policies....
Try searching on google with "equal opportunities policy" and you should get a few templates come up to customise
