Full bed is important for stability and prevents frost damage but efflorescence is usually caused when SBR primer hasn't been used on the back of the flag.
Thanks Tom. Any ideas what it might be? I've never come across it before. Could it be the actual slabs?
Not sure what causes it. I think it's maybe the mortar sucking moisture out of the slabs as it goes off. I have seen it before on Indian stone paving. Looks quite bad in the images you have posted though. Maybe see what the supplier says.
