I’ve often found Honda engines are set to relatively low revs at max speed - mainly for noise & compliance regs.
Some Dealers will leave as is, some will tweek. Engine handbooks supplied will often tell you where max power & torque are so worth checking and adjusting via govenor spring ( or bending etc).
Always been recommended never to exceed max rpm / power as it shorten their life.
On some brands there’s a chance to replace pulleys giving a different drive ratio ( when a single speed ).

The engine revs are fine and the mower was fast enough when new. It's only recently that it has slowed down. It must me either a slipping belt, a gearbox problem or something of that nature.
It is on it's original drive belt so maybe it's that.
In that case, these guys are good ( used for our Stiga, Husky & Etesia mowers)
