maybe the plastic tile lats will work on the concreate area witout lifting it too high

use somthing like the feet in the link, many years back i did something similar on an old workshop base.
just ensure the base was done properly and has a good depth of top layer concreate along with a good subbase (will need to dig a hole down on one side just to check the depths)
if all ok then the plastic raisers will never rot so can sit in water no probley and can also be fixed to the concreate (raw plugs and screws etc) they also allow intricate adjustmets to be made allowing you to get your levels spot on.
