25mm will be fine

I wouldn't worry about the cut height range... all pro mowers I know of will suit general domestic lawns. I never cut at 25mm. Generally 35-50 on a fortnightly basis.

25mm might seem high but the mower will "sink" into the grass so it will appear shorter. Similar thing with mossy lawns.... the mower will sink so much that if you're not careful, there won't be any grass left!
Absolutely. You're not cutting the lawns at the set height at all. It's all relative to the lawn condition. Just go by eye.
