Don't quote me on this but yes they are protected and therefore I believe you can't mow whilst still in flower.
However they do fall under the Wildlife and Countryside Act (1981) which states that it is illegal to uproot any wild plant without permission from the landowner or occupier which would then suggest mowing may be acceptable at a push even if in flower?
I would check with your local Biodiversity officer if you can find one and seek their guidance.
Cowslip only enjoys protection, as all wild plants do, under the Wildlife & countryside act 1981, which makes it illegal to uproot (ie. to dig up or otherwise remove the plant from the land on which it is growing) without the permission of the landowner. Mowing wouldn't constitute uprooting, and in any case you have the permission of the landowner. The only exception may be if the site falls within a SSSI or other legally protected conservation area.
Plants that are granted extra protection, which would include picking (and therefore, i suppose, mowing) are listed under schedule 8 of the Wildlife and countryside act, and a list can be found here http://www.ukwildlife.com/index.php/wildlife-countryside-act-1981/s....
None of this changes the fact that whoever wants you to mow that paddock is a joyless twat. And you can quote me on that :)

i will not be cutting it, its a tenancy on grazing rights (got through lies and deceit) via the land agents for a trust, one of the paddocks i sowed wild flower seeds including yellow rattle (at the time i think it cost more than gold) for the previous Tennant only cut that in September
its a complected story with bad blood (not with me)which i cannot go into on here
