In 99% of cases the builders are the best option as more, especially if it's a development
Usually I expect to find about two inches under the soil will be crap and it will cost an exorbitant amount of money to put right.
In most cases I tend to explain this to clients now, lawn treatments will help alleviate the problem however won't go near to fixing it.
I would be honest and frank with the client.
