Children's Sand Pit and play area

I have been asked by a client to create a play area at the end of their garden and they want a built in sand pit.  Does any one have any tips or suggestions of the best way to create this, so that it is well drained, safe and functions well.  I would envisage it being about 1.2 m square, slightly set in the ground with wide boards around the perimeter for the children to sit on, and a lid to keep the cats out.

 

Secondly, they also have a large wooden climbing frame and want a soft safe base for this to sit in;  they are concerned that bark chips have quite a strong smell and may stain clothing.  Any alternatives on what to have as a base material ?  I understand there are some shredded rubber products?  Also what is beneath the material to form a base layer?
