What is not mentioned is this is part of a 'normal' 60-70 year cycle, however detailed records / satellite pictures have only been kept since 1979.
The key debate is what is affecting this cycle - how much is the natural cycle vs how much is "man made".
Estimates range from worst case : 30% natural/normal vs 70% 'man made' causes, to a 100% natural/normal cycle.
The argument sits between these extremes and thus ultimately who is right and what needs to happen.
