It could well be the an air leak due to a persihed gasket or a jet blockage in the carb.
Depending on the model, theres a diaphragm in the carb that goes dodgy, from memory they are inexpensive but fiddly to change (if your not mechanically minded).
Remove the carb and give it a complete clean out removing jets and adjusters (make a careful note of how many turns adjusters have been screwed in), ideally blowing through with compressed air, use the aerosol carb cleaner as well to blow through everything. Usually sorts the problem out. Also check the governor and linkages are free to move and not stiff.
