Yes they should clamp the wire tight.
If they are the same design as mine then the nuts should be at the back away from the wire so the clamp handle goes through the piece of channel through the wire then through the second bit of steel with the nuts at the back. (I hope that makes sense.)
Also I highly recommend some dry silicone spray lube to make the handles wind in easily, it is amazing the difference.

there are no nuts on my clamp just these screw ended handles .
the threaded bit is only a half in long so when fully tight the plate is lose . It’s a bit hard to describe but basically the plate can’t be screwed tight to body . I even tried putting handles in back or reversing the clamp plate
