Are you in the US? If so I don't think I would be able to advise as in the UK there might be a different climate and different plants available..
Would running water help, rather than trees? i.e. disguise the sound rather than block it. Probably works better for e.g. continuous traffic noise rather than noisy children.

One thing I recollect is that for planting (e.g. a dense hedge) to absorb the sound, e.g. from a road, it is most effective if planted really close to the road - which may not be an option if the property boundary is some distance from the source of the noise.
