Ive done this before without any problems, if anything it helped the grass by creating air pockets for the roots to get more moisture and oxygen into them.
as long as it will level perfectly and not 'break down' and rot to leave sunken areas which it probably will at some point ............. a pro' would say remove/rake the worst out and level with top soil at the least !!
would you build a wall on old sandy broken concrete with bumps on ??

When I take the weed fabric off ill be taking most of the bark with it probably so it'll be less than what's there now (which isn't a great deal). I suppose its not going to do it any harm as its going to compost down anyway and when i rake it level i'll be pulling off the stuff at the top so there wont be any lumps or bumps anyways.
