It could be as simple as a lack of water, I have trees go like on my allotment when I was too busy to get and water them.
It could also be a due to fire blight but that would show on the bark.
To me that looks worryingly like Fireblight. This year's new shoots a bent over like a shepherd's crook and they are blackened as though they have been incinerated in a fire. Those symptoms resemble Fireblight. Also, I can't see any fruit on the tree which is also what you might expect in a Fireblight infected plant (the disease causes flower blossoms to wilt and die - hence no fruit). If you're an RHS Member I suggest you send them the picture using the 'My Advice' section of their website and they can give you an expert opinion. I agree with Andrew, it appears to be Fireblight. Follow RHS guidance on remidial action.
