I am wondering if it is on the site of a former toxic waste dump or similar, that blue colour could be copper compounds in the soil, my 1st impression was that it a pond with algae in from the 1st pic
That does look like it has had standing water on it, so could well be a drainage issue.
suviere water loging for a long period of time
have they pressure washed the path and used chemicals
laid on compost the compost that was arround last year was rubbish thats if you could get hold of it
the ground could be contaminated

I worked as a site agent for a major house building company, one of the front lawns turned that blue/purple colour so I got the landscape contractor to take the turf back up, replace some top soil and lay new turf.
There were lots of comments from the home owner, neighbours and guys working on the site, but none of them worked out what the problem was, except a plumber.
I quietly said to the plumber that I should be contra charging him for the cost of the landscapers replacing the top soil and turf, he immediately denied any responsibility, however I said I had seen him draining the central heating system water that had been treated with inhibitors onto the lawn and within twenty four hours it had turned purple.
The plumber just smiled and walked away.
I really would not be surprised if someone has drained the central heating system onto the lawn.

That looks like algae caused by water logging as others have said. Did they say what was there before the lawn was laid?
