How heavy duty is the membraine? CT1 could possibly work its a wonder adhesive tbh. ive not fount anything it cant do!
The existing membrane looks as if its breaking down , soiled ,and riddled with bindweed i am going to advise replacing it otherwise i feel it will be a bodged job .

CT1 is a decent shout but the membrane itself will still move and shrink over time. would it not be better to cut the bit of membrane there build up with a proper subbase and bed and then put the membrane back around the correctly laid slate?
I agree Seth and that is the correct method in my opinion . I would feel uneasy about sticking the pavers down .
The problem is someone has laid a deep layer of 20mm pebbles which are not easy to walk on so then someone has put 20 unsuitable slate pavers on top to to try and solve the problem but they appear to be skidding out of place and lethal in my opinion .
Flat on the membrane the pavers are going to be swamped by the pebbles anyway and will need raising on a plynth but might be safer and more cost effective to get some heavier and thicker non slip utility paving stones .
Its in the middle of a town centre which adds an access problem but needs doing right but as cheap as possible .
